Top-level navigation
In Jira’s global (left-hand-side) navigation, open the Apps section to find the Roadmaps app link.
If the “Roadmaps” option is missing from the Apps navigation, you might have the classic Easy Agile Roadmaps experience instead.
This will take you to the Roadmap list page where you can open or create a Roadmap.
In your Jira board
The Roadmap page will be available on:

Scrum and kanban boards in company-managed projects

Team-managed Software projects
Open your Jira board to find the Roadmap page in the horizontal project navigation:
Missing from the tab list?
If you have a lot of pages, Roadmaps might be in the “More” menu.
If the page is missing, a Project Admin can add it to your project.
Project Admins can also re-order the tabs if you’d like easier access to the Roadmap page
